Mthimunye was appointed as Executive Manager Corporate Services in the Mpumalanga Provincial Legislature.
In his term as municipal manager of the local municipality he had residents hot under the collar with various tenders that had lifted more than a few eyebrows.
He was employed as the municipal manager from April 2012 until his resignation in February this year.
When the municipality was placed under administration in April last year, the administrator Mr Theo van Vuuren was given the executive powers of the municipal manager.
Mthimunye was silently taken out of his position and was given other tasks to perform.
Even after several articles about irregular tenders, Mthimunye was never suspended.
Mthimunye was also in the hot seat when he was found guilty on charges of sexual harassment while serving as municipal manager at the Dr JS Moroka municipality.
He was also suspended from Naledi Municipality in the North West for artificially inflating tenders.
“It is a sad day indeed for our democratic order that a person of Mthimunye’s controversial stature should be given this appointment, and the ripples will be felt for many years to come,” said James Masango of member of the Provincial Legislature and chief whip of the Democratic Alliance.
He said it is incontrovertible proof that while premier Mabuza and the ANC say one thing about good governance and acting in the interests of the people, they do the complete opposite.
“There was no proof brought to me that he was involved in irregular tenders. Therefore I can not comment on the allegation in that respect,” Van Vuuren said.
