Former director’s name in hat for MM position

Who will be taking over as municipal manager of the City of Coal?

This position has to be filled soon to get the whole of eMalahleni running like a well oiled machine.

Currently Mr Sizwe Mayisela is holding the reins.

One of the candidates in the running for the position is Ms Tebogo Matoane.

But it is here where the South African Municipal Worker’s Union (SAMWU) is putting their foot down.

“This is disturbing news. Ms Matoane’s character is excessively dented with corruption,” said Mr Vusi Nkosi from SAMWU.

Matoane’s history with the Emalahleni Local Municipality began in 2010 when she was appointed as the then Director Administration and Resources Management.

Matoane has had a number of cases related to alleged corruption dating back from the time she filled that position up to her tenure as acting municipal manager from May 2011 to March 2012 after the resignation of the former municipal manager, Mr Ananias Langa.

Amongst those charges was alleged involvement with the fiddling with a security tender, settlement of the delivery of incompatible refuse trucks despite having received advice about the item’s incompatibility and involvement with the purchasing of land for the municipality in the Masakhane Township and one in Ogies.

The latter is still under investigation.

“Matoane was suspended and charged in August and October 2012 respectively. All the necessary processes regarding the hearing were undertaken and concluded. To our astonishment, she immediately resigned before the verdict could be handed down,” Nkosi said.

Nkosi said in her resignation Matoane negotiated a settlement agreement with the municipality on July 2016 and it is believed that she received a golden handshake.

“We argue that this is the same employer that agreed with her to terminate the relationship on ex gratia payment. Therefore if she comes back, what was the payment for?” Nkosi demanded to know.

Mr Kingdom Mabuza, municipal spokesperson said the process of appointing the municipal manager rests entirely with the Corporate Services Directorate.

“The short listing and interviews have not started. The Executive Mayor, Councillor Linah Malatjie, does not form part of the panel which will conduct interviews of candidates who would or might have applied for the post. Whoever would be appointed it would be solely at the discretion of the panel, informed by the qualifications, experience and performance of any of the candidates during the interview. The executive mayor has no influence whatsoever on who would become the municipal manager. Mr Sizwe Mayisela is the current acting municipal manager and whoever would be appointed will not be acting.”
